You can but cabin crew cant. Although it was just a directive but all airlines have tailored their regulations and do not allow their cabin crew to take pictures. People can but cabin crews are not allowed to take photographs while on the clock unless they have prior authorization. Dont remember but it all came after few recent high profile incidents.
I think it's while the aircraft is airborne. Probably while it's on the tarmac before takeoff or after landing, it shouldn't be a problem.
