Mobile network operators can track the current user through the IMEI number of your phone. I don't know how things work in India but here in SL, if you lodge a police complaint you can get it tracked. Hope things work out well for you Sania. Good luck!!

Congratulations. Seems like it was never blacklisted after all. If it was it wouldnt be easy to reactivate it again as tier 1, or tier 2 operators cannot do it it is a very complicated process which means they basically lied to you and told you its blacklisted when it wasn't.
