Purely on acting merit based on their work I have seen so far:

1. Kangana

2. Kareena

3. Priyanka

4. Parineeti (personally think she ranks at #3 but her fimography is limited... she's a dark horse)

5. Anushka

6. Deepika

7. Alia

8. Sonakshi

All of them are good actresses overall.
