One student with 66% got admission in MK College..they did not tell his stream, but they will surely show one such student from each student. when jetha will catch those who take money, such students will be out of merit list. Anf tapu will surely get admission deservingly. Because he is behind with only one mark and that's any they have kept only 1 mark difference. I think that boy with 66% Marks took admission in commerce. He will be out and Tapu will be in and he will be deserving..

Generally all govt colleges mention the time properly including the time of distribution of forms ,receipt of forms ,the day the admission list will be published and the day admission will take place. Along with the form a prospectus is also issued which has all the details of the college and the admission procedure. If the internet score card is eligible document then the prospectus is suppose to mention it.

Your brother could make an official complaint if it was a Govt college.
