At the end of the Deathly Hallows when Harry and Dumbledore are at Kings Cross station (is it really?), there is a baby bawling beneath the bench. Is this Voldemort's soul that is refusing to pass into the realm of the dead? What does the baby represent?

yes u are right..its the part of Voldemort's soul in Harry that doesnt want to ggo on(die) but its so evil thatit cannot make the choice between life and death as Harry does.

It is the 7th part of Voldemort's soul that was in Harry's body.

And it is forced to stay there in that stunted and stumped form. Jo said something like that in one of her post-DH interviews.
