Ingredients
Maida - 1 cup
Milk - as needed
Ghee - 1 tsp
Green chilli - 2
Coriander leaves - a few
Rice flour - 1 tsp
Salt - as needed
Oil - as needed
Method
1. Cut green chilli, coriander leaves finely.
2. Mix maida, rice flour, green chilli, coriander leaves, salt, ghee in a bowl, add milk and knead to a dough.
3. Heat oil in a frying pan.
4. Add small portions of dough, fry till golden and serve hot.

I think when there is maida in a dish that will overpower milk quantity, they reduce milk to khoya and use that as well thus reducing requirement of maida and increasing milk proportionality.. Remember one Chef asked someone a similar question and she answered something to this line
Bhakti said she used one spoon maids and 1/2 cup milk or something!! Impossible to make pakoras like that!! And in 20 mins, there really no time to make chhena or khoya!!
