I found it unheard of...so browsed on net...got this one...

Ingredients

Maida - 1 cup
Milk - as needed
Ghee - 1 tsp
Green chilli - 2
Coriander leaves - a few
Rice flour - 1 tsp
Salt - as needed
Oil - as needed

Method

1. Cut green chilli, coriander leaves finely.
2. Mix maida, rice flour, green chilli, coriander leaves, salt, ghee in a bowl, add milk and knead to a dough.
3. Heat oil in a frying pan.
4. Add small portions of dough, fry till golden and serve hot.

No idea whether this was the one she made...but here can v say...milk is the hero of the dish?😕

I think when there is maida in a dish that will overpower milk quantity, they reduce milk to khoya and use that as well thus reducing requirement of maida and increasing milk proportionality.. Remember one Chef asked someone a similar question and she answered something to this line

Bhakti said she used one spoon maids and 1/2 cup milk or something!! Impossible to make pakoras like that!! And in 20 mins, there really no time to make chhena or khoya!!

With that little milk, milk will be reduced very fast but needs constant checking/stirring.. The milk does not have to become very dry like kneadable khoya, just thicker milk.. For those 1-2 small pakoras, 1/2 cup milk is sufficient..

Well from the way it looked it seemed like she had made gulab jamun but without the chasni. At home when my mom makes gulab jamun she usually takes 4 cups milk powder, 1 cup maida, and mixes it with about 200 ml milk/whipping cream, so it could have been something like that.
