Yes Salim could pursue such passions mainly coz of the following reasons -
1. He inherited a large part of his kingdom, which means that he did not have the fight as many wars as Akbar did. He had everything given to him on a platter, whereas Akbar had to fight most of his life to get his kingdom to the grand stature that he did
2. Akbar was present through most of Salim's reign whereas Akbar had the likes of Maham Anga and Bairam Khan. They were excellent guides and very loyal too, but nothing in comparison to the love and loyalty that Akbar had for Salim. At times it was even overbearing, may be that's why Salim and Akbar never got along as far as matters of GE state were concerned. SALIM NEVER HAD A SENSE OF URGENCY AND PASSiON fOR THE KINGDOM COZ IT CAME TO HIM EASILy
3. NoorJehan was an extremely capable administrator. She was clever, capable and ambitious. Salim was much too happy to leave everything in her care and indulge in his vices. SALIM HAD A LOT OF VICES. He was not as strong as Akbar in this regard.
4. The Mughal Sultanate during Salim's reign was in its consolidation phase. Excellent systems were already in place and most of the administrative issues were in order. As opposed to this, Akbar had to set up everything on his own so his time for arts etc was limited
SALIM WAS A GREAT RULER NO DOUBT, BUT AKBAR WAS BY FAR THE GREATEST MUGHAL RULER. HE WAS GREAT WARRIOR, RELIGIOUSLY TOLERANT, DID MANY REFORMS LIkE ABOLITION OF SATI ETC, sET UP EXCELLENT ADMIN SYSTEMS AND THEN FOUND TIME TO FURTHER ART AND ARCHITECTURE
