Meaning of gaali changes according to situation??

Gautam gave Ali behen ki gaali which is totally wrong.However when Ali got angry for this, Praneet supported Gautam and said even Ali gives gaali many times to which Ali replies he says them jokingly and doesn't mean them.whereas Gautam said it in fit of rage and there is no comparison in their situation
So, does the mood change the meaning of bad words you speak?? If you speak them in light mood, they should be taken lightly as then bad words are jokes??
