I'm not able to send PMs...i hav tried several times..byt doesn't work..
it shows
Error Error
Your Private Message "hi", has not been sent!

The PM inbox of the person who you are sending the PM too is full. They can no longer recurve PMs until they delete some messages.
Scrap the person and ask them to delete some PMs. Then you will be able to send the PM.

The problem is not with you, it's with that person.

I hope this makes sense :)
