Some kind, I agree. But Bapusa-Maasa could have done the same.

Jagya never actually cared about Anandi after he felt in Love with Gauri. Jagya is a confusing fictional character for me.

Maasa was away in US. Bapusa was unwilling to think of an alliance since the boy is a Collector. He thinks who doesn't wish to have such a good looking, well educated man as their son-in-law. So, it would be impossible for him.

And what about Jagya?

Bapusa's concern was not wrong as well, as since Shiv was neither divorcee nor have lost his life partner so ofcourse, even he will want a wife who is atleast not married earlier. But much to the surprise, Shiv understood the person and as his nature, taken it maturely, and married Anandi.

Bhairon wished to see Anandi married but since Anandi suffered coz of a broken marriage he doesn't want to proceed hastily. Also he was afraid that the professional relationship between Anandi and Shiv would be effected if Shiv refused to marry her after their proposal. Also the situation might turn uncomfortable and unpleasant for Anandi while working with him.

Bhairon expressed the same with Dadisa when she was hurriedly moving her pawns to put the marriage proposal before Shiv.
