I dont think anyone is living in the house as of now. It looks like Sakshi also is visiting the house only in the last couple of weeks.
Just like Kangana had noticed a light in the outhouse anyone else would have noticed if Sakshi was keeping someone captive in the outhouse esp for two years.
And the outhouse was not occupied by Nitya's parents when all this happened because they were living in the chawl.
Sakshi might be getting the outhouse ready for some other reason.
