Shiv's case is more straightforward - his conduct so far has been above board (even in molestation case- his argument is not like lapse of judgement or drunken banter etc.), Rasika's behaviour till the accusation was indecent and flirting and the staff can vouch for that, perhaps the guards also heard the apology of Narendra. Shiv's only fault was not stopping Rasika and giving in to her sob story before molestation charges (no one knows that) and suspending Rasika after molestation charges - everybody knows that and this can be termed as intimidation tactic and this suspension cannot be justified by any means.

Shiv already done first mistake in suspending Rasika just after the accusations. Why did Anandi went to meet Rasika? This will also be seen as intimidation of the accuser by the powerful DC (through family member). With today's episode it is clear that the track will move as per their standard trick - family members visiting the accuser (remember Ganga-Sanchi confrontation) and getting the evidence.
