looks like snails.
yes they are edible. If you ever go to thailand, their street food is usually insects. Like cockroaches and stuff. Everything is edible.

Yup, snails are eaten in India also. Go and ask your mom what's "congo". She would know it. However, I don't like them. Just the picture in my mind makes me feel "ewww"šŸ¤¢
This particular dish is called escargot.
