No, Dwarka didn't either. Balarama, all of Krishna's sons, didn't participate. Also, Kritavarma & his akshauni, as well as Krishna's Narayanis were w/ the Kauravas, while Satyaki and his akshauni, Chekitan, as well as Krishna & Daruka were on the Pandava side.

Hint: think of something outside the Kurukshetra war.

Answer is Chedi

The theme is the reaction of all these kingdoms to Arjun's Ashwamedha expeditions.

Trigartha, Sindhu, Pragjyotisha, Magadha & Dwarka - all captured the Pandava horse, and Arjun had to fight battles w/ their armies (except Dwarka, where he got Ugrasena & Vasudeva to get the Yadava youths to release them peacefully)

Chedi was the only kingdom that welcomed Arjun and made no attempts to capture the horse.

Manipura too tried doing the same as Chedi, but Arjun's barbs to Babruvahana as well as Uloopi asking him to battle his father ensured that the horse didn't go uncaptured there either.
