The reason I believe this is really Arjun is because when kajal always had her back to him he was still acting like Arjun. And everytime he tried to touch her he would remember what Samay said. By the looks of it, Samay and Sahil/Arjun are not on the greatest of terms right now. So why would arjun/sahil still remember what samay told him NOT to do and NOT do it? If at all, sahil/arjun would go to kajal and touch her or hug her despite what samay told him not to do. He would do the opposite cause he does not like samay right? That's why I think as much as he tries, the true ARJUN in him comes out when he's around Kajal. I don't think he's there intentionally to hurt kajal, but he may have some attitude towards her only to prove samay wrong.
