Harem was indeed under the most senior ladies. MUZ and also, the wise Salima Begum.😊 Hamida Bano Begum wielded considerable authority, being Akbar's mother, until she died.

More details :
The Hindu part of the Harem was under MUZ's control. Infact the Hindu Begums and Baandis(😲) stayed in MUZ's palace with her. They had their quarters. (Does the presence of baandis in her palace shows kindness on her part..?..😊..Which such queen you will find ? )


Actually, it was not like ONLY one or two ladies ran the harem.
Harem was a well-institutionalized setting. Supported by many other officials also.
Check Ain-e-Akbari.Vol-1, Pg-44.. It lists these officers.:

1. Darogahs
2. Superintendents
3. Writers of Harem
4. Accountant of Cash
5. Accountant of Stores
6. Taha-wil-daars
7. General Treasurers
8. Sub - Taha-wil-daars
9. Eunuchs for guard
10. Other Administrators
11. Cooks
12. Menials , etc.

An important officer was Mir Saman, who was incharge of imperial household, including the supply of all the provisions and articles for the use of inmates of the harem or the female apartments. This was a HIGHLY trusted person of the Emperor.

Ruqaiyya is SAID to be involved in certain court issues and had relevance in harem, as a Senior Queen. BUT we could NOT find any text giving her sole "In-Charge" Audha of Harem.😕

Now, SINCE you have raised one serious issue of FIRST WIFE , So i would mention here, the first wives of Mughal Emperors indeed had a special place, as per the PROTOCOL. But, there was something severely amiss in Ruqayya's case, despite being his cousin.!.

Even though their religion ALSO gives special status to first wife. Still she IS found RARELY in accounts of Akbar's time. Here also, you get the names of MUZ and Salima Begum.

I won't write the reasons but you can understand..Why ONLY Salima Begum and MUZ .?.

This reasons will be shown CLEARLY on the show "PROVIDED" ONE accepts them..!..😊


Though the first wives were called Zan-i-Kalan. Zan means a lady. Kalan means grand/big. But, as you know any title / auhda does NOT gives you any power / stand unless the Emperor bestows it on you.
Same was the case here. It is the Emperor's prerogative to give authority. One does NOT needs any auhda ONLY. Take Salima Begum's case, she also had NO auhda.

Example:
If HK became Mariam-Uz-Zamani for giving a heir, then this was NOT the SOLE reason for her getting stand in Mughal court/household . Because, if this was the reason then WHY mothers of Khurram and Khusrau and other sons of Jahangir DID NOT get similar standing even after giving a heir ??
And WHY Nur Jahan got that power/stand even after she did not get any heir ??

The reasons are EVIDENT as i said before above in blue.!. The clause of title of MUZ or any title is NOT the sole reason, for any power.🥱 I am giving some BARE examples from history .!.

Regarding Ruqayya Begum and Nur Jahan, just wait for the 'karnaamas' to unfold on show.😉

OMG! Its pernious..ruqaiya restricted to meet a progeny with his biological mother b/c on issue of her religion! It seems ruqaiya accomplished her whole life's revengeful mentality abt jodha on poor khurrum n his ma!! Terrible..this 1 incidence is enough for me to get how was actual ruqaiya.
Anyways, abhay can u say something abt bb? Never saw such a stupid character till date.. would have sharfu lusted on Jodha in history n on this issue did ever bb accuse jodha?
