You're doing it all wrong.
You can't compare the salary of the top 15-20 actors with the salary of the average layman. To get a proper picture you have to compare the salary of the top actors with the top businessmen, CEO's, athletes, artists etc.
Anybody whose at the top of his profession will earn big money. A top businessman will earn 10 times what a top actor would. CEO's, artistes and athletes will earn in the same range.
The flip side is an entry level business major will earn much more than a junior artiste in films. Acting was and still is the lowest paying job in the world. Many well known junior artistes die without a cent to their name.

Here in US, for example
CEO earns about $250K-500K, VP earns may 200K, team leader 150K, junior employees, 60-120K. and temps at least 50. These are of course rough estimates depends on company size also.
In film industry it is not like that.
rather than giving 30 Cr to top star, give him 1 Cr, rest of the money can support 600 temps or 100 junior artist families living comfortably and stars will not get any poorer.
