None of the contestants know what the voice-over says. And she was not instructed anywhere (atleast not shown to us). So I guess that's absolutely fine when she consults others, it's just the same thing that when gaurav also came for lunch he wasn't aware that he can not pass the messages of the other guys to the girls.
As far eliminating Raj goes, she can do that if she eliminates the guy keeping the other girls in mind, but if she eliminates the guy based on her own interest, then it's not possible. So it depends on what basis she eliminates someone.
