A word for Dev. I blame the makers for writing him so poorly. Being non-vocal is one thing, while unapologetically stupid is another game altogether. Dev lacks a spine, and when I rewatched some of their scenes, there's an indication of a comeuppance on Dev’s part. He time and again reprimands Shiva not to behave like the older one and asks him not to interfere in his matters.
This is when Shiva constantly rebukes him for misleading Raavi and fooling the entire family. I would like to believe that somehow deep down, Shiva’s older bossy attitude may bother Dev because despite being more senior in age or wiser in education, he seems to be overshadowed by Shiva, who takes one of the team!
The Dev-Shiva conflict shall arise soon and I am hopeful this time it's huge.

Watching the show, I have had many reservations against Dev, but I never entirely knew what it was. I think you've summarized everything, especially the @bold! @bold is probably why I am unable to connect with Dev along with the fact that he has yet to apologize.
In terms of a Dev-Shiva conflict, should the makers sincerely pursue this track, I would like to know if Dev had any lingering guilt over the decisions he took in life. Considering the age gap between Shiva and Dev, I'm wondering if Shiva stopping his education (I'm assuming he's at minimum 10th educated especially if they showed GauRa pushing chote Shiva back to school) because Dev's MBA + running the shop became too expensive for the family. Perhaps Dev doesn't know this so he has a bossier attitude towards Shiva?
Or perhaps Dev, as a middle child, struggles to find a voice in the family himself, hence asserts some type of dominance over Shiva feeling as though that is his haq as an older brother.
