The way Bauji told Harleen to leave, probably, is the most hurtful way to conveying the message...but in 17 long years, he knows Harleen well enough...so he may be decided to use the brutal way of taking her out of the bandhan and give an option to start fresh...

He knows that if he does not do it before his son leaves, she will stay back and wait endlessly...
