He didnt refuse the song, he just denounced it as unworhty of a national award (basically he was pissed off that it got a national award).

Yh he said that mera rang de basanti chola was better and more popular and harder to sing.

He also said that if they wanted to give Uditji the award, they should have given it for one fo teh Devdas songs.
