Kalinga was Orissa, but Anga & Banga were divided along latitude - Anga being north Bengal, Banga being south. See this map below from a thread posted a couple months ago - even if we accept Champa as the capital, it's right on the WB-Bihar border - see below.
I do stand corrected on 1 thing - it's not in the Darjeeling-Sikkim area. Although I thought Videha was Mithila. But from the map below, Anga is squarely in Bengal (today's WB & Bangaldesh)
