he is a gangster..no doubts about it..once he said Padmini about his history to being gangster, but if Cv wants they can make him as Undercover Agent. because in lot of countries police departments use gangsters to hunt another gangsters...After their mission over they forgives to the gangster who helped them...

great post Rajla.Sultan is THE MAN on this show there is no doubt in my mind.I had actually thought the same because of the movie "Wanted" by Salman Khan. It would leave many speechless if the CV's would really make a twist like that. I just want AR/Sultan to have a bigger part in this show.
