I am pretty sure, they are just waiting for the TRPs to see if they get good ratings without RK and Rishbala and if the ratings are high, they will make Sultan undercover cop, if they don't have good ratings, they will turn him into a real Don. The same goes with his wife character. They have many options and they are just experimenting with them. I just want to see what happens to ST's words of RK being the hero of their show if they really end up making Sultan the new hero.
