No i dont think that creative or producer is making any mistake... i personaly think that Dev know that he had lost Bhatti he realy miss him we know how he cries 4 him but he killed him coz Bhatti was suppose to tell everyone abt his truth .... and now again killing his friend and he had already felt that how much he love his friends so he might b hesitate ... i dont agree that he was hesitate coz of shruti i think coz of Shruti he is doing all this

Ok now what I think is that Dev wanted to give Akash a more horrifying death. Tadapa tadpa ke maarna chahta hoga. After tying his mouth with tape, covering his face with the plastic bag & he was about to tie his hands but Akash woke up. If he would have shot him, his could have died in sec.

😲.... dont say that... maby he doesn't want to kill him...since he killed Bahtti now if he killed Akash... police might get involve.... so maby he just want to seprate Shurti-Akash... just like Akash parents.... were divorced.... cuz they didn't trust each other..... ...

hey it can also be that he shot bhatti without hesitating cause it was in a closed room like the store room so no one will be able to find out whereas in case of akash it was an open place and there was a resort also close by so there must be people staying there so if he would shoot him there would be a sound and probably he would have been caught by the people stayin there so he thought of killing him silently so that no one comes to know and he gets away with it
