I think its Chandra.
According to me his plan was to take d red box as soon as Raj finds it. Dats y his men were following him. If Raj had found d box outside d academy they wud hve taken it frm him then n there. Bt it was found in academy so Chandra had to dat in his custody knowing dat Raj will definitely try to get d box & he will frame him then. Dats y he agreed to show d box & then asked Raj to hit him hard. Now he can easily frame Raj saying dat he injured him & ran away wid d box & disappeared while he had already got his men behind Raj so they can take dat box from him & keep raj in their custody. Chandra is trying to frame Raj in treason charges.
Besides Abhi found at Chandra's office dat he was to meet Raj at 1600 hrs at d old helipad. He obviously went there to chk on him bt didnt find any1. Otherwise he wudnt hve felt so patethic & helpless in ystrday's epi. Now Chandra wasnt there bt hasnt come back either. He has disappeared so dat he can put his plan in action wich went a lil haywire wid Pooja messing up d things & Rohit made things all d more difficult.
