If you look at it from G3's POV, Heer has brought all this upon herself. She thinks Heer took her brothers side and therefore consented to his ill-treatment of Veera.

Heer is also aware of what was going on between Veera and Nihaal and so she rightly speaks up immediately because she knows she's in the right. Meher is in the dark about everything, and so she probably feels less able to say anything.
