it seems complicated but is very easy, ur internet provider may provide u with free webspace and tools to set up a simple website,(i no in uk ntl and bt do) or u can use different design programs like dreamweaver, or front pg and then upload it,hope i think a while bak yahoo was provindin u with that2 (if u have a account) can always search this in yahoo or google,hope that helps 😊
