Other than the Senapati and Tejraj, no one really knew what was going on in Mahendar's life... and being his cousin, his brother, his equal, who better to wish him luck?
Tejraj couldn't have kept himself hidden from Mahendar forever... and if nothing else, I would imagine... for one last farewell, he must have come visit - in case things didn't go according to Mahendar's plan... and that is exactly what happened...
I think that meeting was all about Tejraj feeling 'Oh! What could have been!' The same sentiments we echoed here... hence the line in the chapter -
'The hour HAS come indeed' He slowly shrugged a shoulder as if that would unload some of those regrets and resentments that were piling upon them

Instinct sometimes can be a very cruel animal. It helps warns us when there's danger lurking. But it doesn't mean that we can save ourselves from the danger always...

Mahendar might have not known of the extent to which Tejraj had gone to help the Parnagarhis to seek justice for Durga. However, he must have known that during his direst circumstances, Tejraj wasn't standing by him as support. (Actually, towards the end, even the Senapati seems to be giving up on him - it is mildly depicted in their last interaction!)
Yes, Mahendar was under watch and couldn't have visitors dropping in as and when they pleased... yet, Tejraj was not around as often as he should have been, despite being in the capital. And the growing differences between them was no secret. Mahendar must have guessed that Tejraj was deliberately staying away.
Similarly, while Tejraj wouldn't know exactly what the Parnagarhis & Ustaadis were upto, he must have had an idea that they wouldn't sit still all the while. He'd heard of this enigma called Ustaad from his best friend (who was kidnapped, forced to spit up the truth without any of his closed ones harmed) and then met Ustaad in prison who wouldn't sit still there either.
He must have known of the man's capabilities, and seen the extent of his people's loyalty.
I would think Tejraj would have had an idea that they might be up to something - maybe from whispers he might have picked up while helping them with the whole 'scroll writing and distribution' episode that must have gone on at least a few times.
Of course, he wouldn't have asked about the duel directly (seeing how they are technically from opposite camps Mahendar vs Ustaad) and they wouldn't have said anything per se... but you know 'you know'😉
