I don't think ruqqu will do this...remember during jodha's false pregnancy track hoshiyar said it will be nice if jodha's child dies at that time ruq slapped him saying don't forget its jalal's child too so not to think of any harm to that child
so I don''t think ruq will thinj of doing Jo's miscarriage

But that was before she felt any threat from Jo. Now she may think otherwise.

But if she does plan or cause miscarriage, then Jalal will surely kill her which didn't happen. Surely natakiya roopantar can't twist history that much.
