Salim's relationship with Anarkali was shunned because his relationship with her was more than should have been of a king with a dancer/courtesan...Kings were allowed to have relationships with any woman and any number of women...however, they were not allowed to wed anyone outside of Royal blood...

unless of course there was a ruthless dictator who went about setting out his own rules (I doubt there was one though!)

Why, even as recently 1930s, Edward VIII was removed from the post of successor as he went on to marry an American divorcee...

Thats why the death rate amongst royal princes and princesses due to genetic abnormalities is so high - they used to inter-wed a LOT!

It was generally unacceptable for Kings to make "normal girls" their queens. So all the queens of Akbar were from royal kingdoms only, but he may have had ordinary women as his concubines. Kings generally had 100s of women as concubines, and they could be any sort of women.
