Yes exactly. There is immense urge he feels towards J that he is trying hard to control. Obviously if Arshi wasn’t there, he would have gone straight and confront with her. But the amount of promises he made to Arshi will led him stay back with great amount of disappointments because somewhere in his mind, he concluded the fact that he won’t ever meet Jhanak like there is no chance. However, their fate always brings them back together, indicating that it’s them who are meant to be.
