I think it's Khushi. Remember the incident she tells Payal, that when love happens she will see his face everywhere. That happened few episodes before diwali. She sees Arnav everywhere as auto driver, laundrywala, security. She knew it then, but she dint wanna admit it. Arnav was always attracted towards her till Khushi's engagement reveal that's when he realized his love.

No doubt it was Arnav all the way since day one. His love for K was in different forms and different stages. At different time points it was in the form of denial, fear, revenge or jealousy. When he finally accepted and was ready to acknowledge, it was crashed by Shyam fiasco at the terrace. The love only remained as misunderstanding and so called hate, but never died. It finally sprouted as trust during the kidnap phase. Post kidnap there was no stopping. It continued to grow and bloom as their mutual understanding and bonding strengthened. He was always physically drawn towards her hence all the pulling and grabbing on every possible occassion. It was a straight lie when he told Anji that he started loving K only after marriage. He hated himself for feeling vulnerable towards an ordinary girl and tried to avoid her and forget her by punishing her harshly. She emerged triumphant every time and this lead to his further inclination towards her which was opposite of his intentions. Slowly he knew he was savoring her presence of course without expressing it. He had to sruggle with his ego until Payash wedding.

Arnav did fell in love first since the first Rabba Ve but it was just his ego holding him back he thought she was just some girl trying to trap him. He was the one that keep thinking about her day and night he couldn't sleep well because of her he tried hard to fight his affection for her but failed. Khushi wasn't sure about her feelings until the kidnapping track she realized she can't live without him. Lets not forget Arnav was the one that confessed first twice and then later on Khushi.

In an episode after Anjali marriage anniversary he actually tells himself that he cares for Khushi as much as Anjali after La questions him. However he was going to stay away from Khushi because he loved her.

As for Khushi falling in love with Arnav it was way afterwards. It was in shown in this episode that Khushi has realized she loves Arnav.

It was never a question who loves whom or if they knew they loved each other, the question was when they are going to confess to each other.
