Because Sahir isn't a shrewd person,he just acts to be like one.He's a simple artist who's living a facade.Ge gets easily manipulated by Alvira and doesn't see through her motive of keeping Aarzoo near him which Kurti got at the first sight( Kurti is also dumb but that's another story).If he was Shark in the actual sense he'd have confronted Alvira when the Aarzoo-Joe drama started.He got easily manipulated by Kurti when he told her fake story and attempted suicide,and easily bought the idea that Kurti knows about only a single hospital in the city.He believed Anam when she said that she made the design even after working with her for years,he doesn't know what she's capable of.Had there been another intern in place of Aarzoo,she would have easily gotten away.
