Actually zhumru khan ne jabse sahir miyaan ke sir pe waar kiya tab se vo bahut guilty feel kar rahe the. Vo sahir ke sir se lage to unhe sahir se pyaar ho gaya isliye jaise hi mauka mila unhine sabki najar bachake sahir miyan ki pocket me jump maar di.. she purposely gave it to mughal-e-aazam so that he can think abt his jahan ara at night

and then on the pretext of returning it they both can meet

Making a lot of assumptions here goes

The cops took the phone away from Arzoo so she couldn't call anyone.

The bag was with her but the phone was kept separately!

After Sahir bailed her she took her bag and came and the phone was given to him.

But...

They came out of the station together so Sahir must have gone back and taken jhumroo
