That is the reason why he has t stay at Privet Drive as he can still call it "home" in a way and he is still welcome there. It is the house where there is blood of his mother still living, so Voldemort cannot touch him there!
As for the DH starting, well, some ppl I have heard said that since HBP and DH are like really one whole book, DH might start directly at the point where HBP ended....that is...at Hogwarts. HBP left them off when Harry realizes about his one day of happiness at Bill/Fleur's wedding.
Maybe, Voldemort will attack the Hogwarts Express, when all the students are returning back home from Hogwarts???
HmmI used to think hogwarts Express is safe....except once when Sirus escaped from prison & dementors stopped the train.........so now with DD gone may be they will have xtra security on train
