my first guess is DEMENTORS and the explanation...

Dementors are supposed to be very very powerful...

still can be held in leash and at bay by a spell😕

Im similar to my master.

i have no idea...for this line...my best guess as of now is they are usually controlled by people who are as horrible and power hungry as they are!!😕 hope i made sense

well ofc once you are in the stronghold of a dementor and if its administers its infamous "kiss" then its sure shot dead end of culprits😕😳

ofc its imple enough cos Dementors can't UNDERSTAND any thing apart from the spells to control it and can only "sense" happiness ,,,so any plea would fall in deaf ear😆
for i enjoy only someone's glee!

glee is direct product of happiness😕...and dementors feed on them😕
My preys all-around,

it preys upon Human😕...and they are all around😆..and the more happiness is spread the more they have prey around😕
but cannot flag them down.

and as they are "DRAWN" towards happiness and hope...very very strongly...its hard to stop them once they are set on trail😕 i am unsure here...

@ varun, i think it's either dementors or death eaters.
The death eaters are powerful with voldy and without him they are powerless.
They kill and practice dark arts like voldy, they are not friendly and they enjoy killing.

i was so expecting someone will answer dementors..but unfortunately its the wrong answer!

it doesnt fit in ALL the clues..

Reasons--

ref 1st line..theres a means to control every power on the earth..that doesnt mean we tag them powerless..nope,seems inapt to tag dementors powerless just coz of one patronus charm...think out of the box..
ref 2nd line..they dont have a master.
ref last line...well they did flag loads n loads humans down in the last book..also when they were within ministry control they attacked harry twice in POA. Will give a slight clue..stress on the word "MY" in the penultimate line.

Death eaters is the wrong answer too..

."im similar to my master"...they can NEVER be equated with Voldy! they are just his servants..his followers...who cash in on the terror voldy'dsname creates..calling them similar to voldy is too far-fetched! 😳
they do have friends..dont they? crabbe..goyle..lucius malfoy were all school friends!
it says getting culprits reach a deadend..deatheaters terrorize innocent ppl too(who r not culprits in any way) on their blood status.

They are powerful yet can't use magic without owner's permission, they are shown no mercy yet are happy when they please their master and they have no friends.
Can't think of the similarity between servant and master.
Is this the answer?
