Is the answer "wand".Its the only thing that came to my mind.The first two lines seemed to fit.
As without a wand,the person cannot do any magic and and a wand cannot do anything on
its own...But am not sure about the rest of the lines.

@ varun is it a patronus.
A patronus fits better than an elf according to me.
A patronus is powerful only when conjured in happiness it rep its master its culprit is dementors and it doesn't kill them but keeps them off its conjured when dementors are around.
Am i right varun?

if its already a patronus it cannot be powerless! if its not conjured then it isnt a proper patronus na?! 😆

dementors arnt really culprits..they are dark forces..culprit is comparitively a mellow word than downright evil.

it doesnt fit the "no mercy no plea " line..

and how about the last 2 lines?

Mrs. Norris is powerful is the sense that its acts as a "watchdog" over rule-breaking students and serves its "bloodhound"😆 master Filch.
It is powerless just like its master Filch. Both do not possess any magical powers.. Filch being a squib😃 and Mrs. Norris being just an ordinary cat with no specific magical power(this was said by JKR).

and it gets the rule-breaking students to book, by immediately summoning Filch who we all know makes it really difficult for students to get away!

It doesn't spare the students let hell break loose! Is extremely dutiful in serving ruthless Filch. And the only thing that makes Fitch glee on the drop of a hat is getting hold of rule-breaking students!!! (someone's glee= master's glee!)

Well this was a bit tricky..the stress here was on the word "MY". The natural prey for cats are rats. Students at Hogwarts are allowed pets, rats being one of them but DARE Mrs. Norris advance on any rat and get Filch in trouble! 😆
