I am kept at an Arm's length though am worth gems (Most people don't like books though they are actually quite valuable in terms of information and knowledge)
Folks in general call my kind The selfless friends (Books always help and don't ask for anything in return)
Though I was always there for the Smartest One (Hermione always relied on books)
But Disappointed Her when I became famous at once (I think here you may be referring to the Half-Blood Prince's book making Harry famous, thus disappointing Hermione...not sure 😳)

I'm still thinking...LOL😆. Anyway, regarding the explanation for my riddle, here it is:

I am someone quite unique in the series; (Peeves is the only poltergeist in the entire series)

There's no one like me - if that helps your queries. (Same thing as above)

Colourful is my language and so is my appearance, (He uses mean words sometimes and since he is not a ghost but the indestructible spirit of chaos, he is not pearly white or transparent, but quite colorfully dressed)
But the ones in the industry did not give me importance. (The film-makers did not find it necessary to show peeves in any of the films)

My untimely actions may help or ruin,

It all depends on the situation you are in. (His chaos creating nature sometimes lands you in trouble or may even help you escape it by causing a distraction)

I can be very rude and at times immature, (Self-explanatory)

I will listen to only one, that is for sure. (Only the Bloody-Baron can control him)

Varruuunnn...This is not 'damn easy' as you put it.😕 I think I have over-worked my brain to figure out what it can be. At first I thought it's House-elves, but you already dismissed that 😔. Now I'm thinking Inferi...but really not sure how it fits the 'Hogwarts and Ministry' wala line. 😆

I'm having a slight headache now...will be back after lunch. If this is right please let me know. If not, please give some hint 😉 😳.

Here's one crappy riddle that cropped randomly in my mind!😆 Its a bit tough though. Got a bit of muggle science into it! Will be able to answer with utter ease if youve read the book very carefully!
Guess me-😛

Twinkle twinkle im not a star,
how i wonder how you saw;
Muggles cant see me upon dark night,
howsoever they try with their might;
Wizards can see me upon nightfall,
without a wand, upon something tall;
Up above the earth so high,
