Hey, Arya. I shall be back properly when exams are over, and will send you a proper PM. It's been a while since I've properly logged in here, PC and all. However, just to butt into the original question--if you mean that:
1) Your perspectives change within the chapter/scene itself, and you offer no indication that you are changing characters, then yes, that would be very confusing for a reader.
However, if you mean that:
2) Each chapter is told from the perspective of a different character, then no, it's not, as long as you clearly identify who the perspective belongs to. From what I've read of your work, you veer toward the latter, so you should be fine.
Do note that things can become a bit iffy when you're not using Third Person Limited, but are instead, going for Third Person Observant, or Omniscient, though. In the latter two instances, the main perspective is actually the (writer as) narrator, and not really the characters. Once again, from what I've read, you veer towards the latter. Edit: That means that you as writer narrator are entitled to say what each character in the scene/chapter is seeing, and feeling--which would not normally occur with the Limited perspective where it tends to be devoted to one character's feelings, and observations.
