QAZI'S VOTE FOR REX

In last evening's episode while Qazi was going towards Rex and Arpita with his vote, Mandira Bedi said " Qazi aap ke pass do vote hain, soch samajh ke vote dijiyega ".
Was it some kind of a threat or a signal? I wonder.
