It's not the dumbness of Dev, but the innocence.. Because he is too good he doesn't think that others can be evil. Dev would not have been caught up by Sakshi if Durga told him the truth about Payal at least. At the same time he only told about Payal to his mom.. but his mom was the one who told everyone. Dev still doesn't know the truth about the rape incident. Look at it from the outside guys. Though we know what Shaurya did to Payal, Dev has no idea about it. He doesn't know what Sakshi did. He doesnt know that Goenka's bribed all the witnesses. So he doesn't think that Shaurya or his mom can be this much evil.
