Its true that Veer is smarter than Dharam, but also Dharam is not an idiot.
U see, Dharam wants to be a good king, so may be thinks he should walk on his forefathers footsteps, but at the sme time he knows something is going wrong. That is why he is confused. His thinking is binded by his forthcoming responsibilitiies, there is a long way for him to go, to be a perfect king.
Veer knows responsibility won't fall on his shoulder. So he thinks freely, and does what he thinks is right. Revolutionary blood flows in him unlike Dharam.
