Shiva. Not only Sati, but even Parvati preceded Vishnu's marriage to Lakshmi (which is why it's strange that they'd have shown Lakshmi w/ Vishnu during the Sati phase) Lakshmi & Vishnu's marriage happened after the Samudra Manthan, where Lakshmi emerged and married Vishnu. Parvati was there trying to stop the halahal from entering Shiva's body.
So that would be the sequence. Besides, even if one considers Lakshmi as the daughter of Bhrigu/Khyatti instead of Varuna/Varuni, as the neice of Sati, her marriage would have certainly happened after Sati's.
