Err..can't point to the day or even town/county this law is still in effect. I had heard/read of the law a long time back...
As to the why... in the colonial time women were typically thought of as men's property. While wife-beating was mostly prohibited and frowned upon, some groups felt that a man had the right to beat his wife for "correctional purposes" ... a form of discipline.
The beasts of our society are man-made and self-imposed.
