I think it means :

rahiman vipada hee bhali jo thode din hue
hit unhit is jagat mein jaan parat sab koyi

It means...

"When the luck of a person is helping him and all the forces are in favour, a person always shine with little efforts from one's own side or using little energy of one's own.... but when the external forces are against you, its the energy and confidence within you that gets you through the tide and hence the real persona, a 100% of the person (the self-confidence, efforts and intelligence) he is comes out only in the bad days of life"

Standing on the outside, we see many faces and parts of a person, yet living or being with them when bad times descend, you see the whole of them rather then those individual parts that were higlighted before, with their flaws, and their shortcomings. It is at these times that we see a person for who they are, for their good and their bad, for the strength they posses and the weaknesses they have.
