If you look at these statistics, top state (where more crimes cases are registered) is Rajasthan. But which state comes to our mind? UP. This is what is narrative building. There is difference between soft data (articles picking on an incident) and hard data (statistics).
When it comes to statistics, let me quote from this.

Crime against SC as percentage population is 0.77% . This is actually lower than than the crime against other population (1.18%).-(Page 7)
Also probability of a girl getting raped by a family member is more than that of a girl getting attacked from another caste.
Truly those who committed the crime are monsters. But unfortunate reality is, there are hundred such cases happening every year. But few gets this media coverage, which is based on the state, victim's caste/religion, perpetuator's caste/religion etc. That is for narrative building. Both left and right media do that. (For example, another one happened in Rajasthan sometime ago, which hardly got media coverage). One will not report other cases, which does not suit their narrative.
I am not reducing importance to any event. Yes. Criminals of Hatras have to be sentenced. But Instead of building narrative, one needs to find a solution dispassionately. For example, fast track decision on such cases, which should take less than an year, including Supreme Court decision.
I wish all parties to come together to form such bill which will scare the people to commit crime. (Building toilets in rural areas was also good initiative, as women get attacked while going for that). But where is the will power amongst parties? Everyone including media are selling their agendas instead of finding solution.
