Funding terrorists can take place indirectly. A country can claim that they are funding a country to fight against the terrorists but those funds could find their way into the terrorist hands. If the role of the govt in such countries is suspect and if some countries continue to provide funds it puts their intentions under a scanner too.
I agree totally with cutting funds and also arms or weapons at the "source".

In that case arent the developed nations like the US that are dealing in arms supply and funding of some of the rouge nations that are known to be engaged in terrorist activities to be tied up as responsible party for the current situation of unrest ?
Should the bussiness concern of the "Source " nations justify the arms supply and funding of terrorism?
