Being passionate about something means to like doing something so much that you can do it all the time. Your friend is passionate about cooking, means he likes to cook and took it as a career option which is good. But I don't think you can "create" passion. Personally, I don't think I can force myself to like something; if I do not like it I don't, simple. But yes it can happen that you used to interested in cooking and you do not find it that interesting anymore (that happens with me a lot :D) and you suddenly have a new-found obsession. Maybe your friend likes computer more than cooking so he chose it over Hotel Management. However, if he is forcing himself to like something, although I hope it ends well, I do not think one can do that for very long.

Passion is a very vague term.
What can be deemed as passion maybe a moments fleeting interest.

And passion alone is just not enough to learn any craft. it takes lots of perseverence, perseverence and perseverence and hard work to finally enjoy the subject or the material in which one deems one has passion.

A dancer, for example might have passion for dance. But it takes lot of blood and sweat, hours of hard work to reach a place where you can passionately enjoy the craft of dance.

Grass is always greener on the other side.

@TM: maybe what your friend thought was passion was but a fleeting interest?

Passion is an abstract noun. It can be felt and doesn't have much to do with your head. You can program your mind to stimulate a liking for something like your friend is trying to train himself to like Computer Sciences. Why? Because he has insecurities regarding his passion, we all do. Passionate people have a hard time sorting their ways out because sometimes they just aren't passionate enough. I am afraid you're friend does love cooking but he doesn't love it enough to take it up as a profession. He worries about the income, the whole 'scope in this field' business but mostly on the inside he really doubts his passion for cooking first.

Happens.

He is passionate about his family (parents that is) and his parents are passionate about him and money. His parents' passion dictated that there is more easy money for their son in computers than there is in cooking. Passion won. Computers it is.

Tannipartner wrote it very well..
Yes, one can be passionate about anything - playing an instrument, career goals, cooking, etc. But it takes HELL A LOT of perseverence, hardwork and patience to really do something you're 'passionate about'. The passion actually doesnt last long, it sparks in your heart and vanishes, sparks and vanishes... And, it wont end by just realising your passion, one steps into the learning stage which is toughest thing for anyone, and this is the phase where many people zone out from their chase for their passion. It takes LOTS of patience, lots of perservence, lots of hardwork to actually reach the stage where you can gracefully pursue your passion(example singing, dancing) . Most people dont have the strength/enough drive to struggle and put in efforts... People think they're passionate about something, they make themselves believe they are... but, if they really are passionate, they will have the hunger, perseverence and will pursue their passion in a crazy way... everytime they're reminded of it, they are crazy about it. Most people who say they're passionate about something barely do anything for it.
It cannot be created.. it's a beautiful raw emotion that is ignited in your heart. And more the fire, more stronger the passion. That's why when a person is passionate about something, he will indulge in it with complete ...what, he will entirely give himself to it.. lol . And giving yourself completely to something isnt easy :) ..it's something too deep, very few people are passionate in this world...
